ABOUT 100 RESILIENT CITIES
100 Resilient Cities, pioneered by The Rockefeller Foundation (100RC), is an organization dedicated to helping cities around the world be better prepared for, and quickly rebound from, 21st century shocks and stresses. 100 Resilient Cities works with 100 member cities from around the globe for whom it plans to provide four kinds of value: 1) financial and other support for putting in place a new city resilience leader, a Chief Resilience Officer; 2) support for development of a robust resilience strategy; 3) management of a peer-to-peer network of member cities who can learn from and help each other; and 4) connections to solutions, service providers, and other partners who can help cities implement resilience strategies. 100RC seeks to increase awareness of the importance of resilience thinking, to catalyze a new community of urban resilience practitioners, and to spur the growth of a robust ecosystem of resilience-focused solutions and solution providers.
ABOUT THE ROLE
The Associate Director, Global Resilience Practice (AD) will play a key role in defining the impact of the 100 Resilient Cities Challenge by helping a portfolio of cities in the region leverage the 100RC network as they create and implement resilience plans. The AD will be the primary liaison between a current and future defined portfolio of approximately ten North American cities. S/he will ultimately become fluent in the resilience needs of the cities in his/her portfolio, as well local political and policy contexts, while establishing and implementing 100RC programs. S/he will develop relationships and work closely with senior city and other relevant officials and oversee successful partnerships which will include negotiating agreements; organizing activities such as conferences and workshops; providing technical assistance to the Chief Resilience Officer (CRO); consulting the city to develop an integrated resilience strategy; supporting the city in project and initiative implementation from the resilience strategy; and promoting best practices and sharing through a global network.
Among his or her responsibilities, the AD will be required to:
Relationship Management and Diplomacy
- Serve as the single point of contact for cities in his or her portfolio and develop relationships with municipal officials including mayors, city managers, and other senior leaders
- Liaise with and facilitate among various actors and stakeholders in cities, building consensus and identifying opportunities for resilience, and promoting political buy-in
- Utilize formal and informal influence to foster alliances and build an integrated and holistic city-wide approach to resilience solutions
- Represent cities and advocate for needs of cities to 100RC and external partners; act as an ambassador bridging local culture and context
- Strategically promote and elevate the city’s resilience leadership and profile in collaboration with the Communications team.
Project Management and Delivery
- Guide resilience agenda setting and educate key officials about resilience perspectives, opportunities, and methodologies
- Organize conferences, conference calls, workshops, etc. for members to advance the resilience agenda and shared knowledge
- Manage 100RC consultants, vendors, and platform partners to effectively deliver resources to cities
- Coordinate transparent processes to ensure proper monitoring and evaluation, reporting, and grant making with cities
- Support the development of strategic partnerships to help cities implement their resilience initiatives
- Consult and support the city and key city officials in the scoping, development and maintenance of projects as well as project development, management, tracking and evaluation.
- Provide consultative thought partnership to the CRO about resilience, strategic planning, political and regional context and policy, and change management.
- Help city officials and the CRO revise and finalize resilience strategies; develop relevant tools, templates, and diagnostic frameworks to support the resilience agenda in member cities
- Support cities with networking tools; help them connect to other cities and resilience knowledge housed within 100RC
- Facilitate city to city learning and exchange in collaboration with the Network, Knowledge and Impact team and other parts of the organization; promote best practices and knowledge sharing.
The ideal candidate will possess the following qualifications:
- Minimum of 10 years related working experience; at least 5 years of direct city government experience, and Masters degree required
- Authentic connection to urban resilience, with a background in relevant issues such as public health, disaster preparedness, climate change adaptation, vulnerable populations, mobility, etc., with a passion for 100RC’s work
- Sophisticated understanding of how city government functions, with specific knowledge of North American city governments essential, with experience in urban or municipal functions such as strategic planning, urban development, community or participatory planning highly beneficial
- Strong ability to drive progress, create vision, promote innovation, and display ownership under ambiguous and dynamic conditions
- Experience engaging with actors and organizations across sectors (public, private, nonprofit); strong political acumen and influencing skills for working with senior government officials including mayors and agency heads
- Strong interpersonal relationship abilities, intercultural knowledge and appreciation, and strategic partnership building skills in order to professionally represent 100RC
- Experience in capacity building, leadership development, and facilitation
- Strong process and project execution skills
- Excellent verbal and written communication skills; fluency in English required.
