This position serves as the Chief of the Water Resources Section of the Division of Mining, Land & Water (DMLW). The Water Section Chief serves as a member of the Division’s Management Team. The Water Section Chief is responsible for administering the activities of four units within the Water Section: Alaska Hydrologic Survey, Dam Safety and Construction, Water Reservations, and Water Management. Administering programs includes budget preparation and implementation, supervision of staff, and direct interaction with other division and department staff to help fulfill the goals and objective of DMLW. The Water Section issues Temporary Water Use Authorizations, Instream Flow Reservations , Water Rights and assures dam safety of jurisdictional dams in Alaska. The Water Section works to balance the use of Alaska’s waters for development, habitat and human consumption. The Water Section Chief will be involved in controversial matters that help to determine the State’s economic future both through development of the State’s natural resources and infrastructure. Water and water management are critical components to all resource and infrastructure development in the State of Alaska. This position will be required to build consensus, make and support controversial decisions and interact with both proponents and opponents of development to craft decisions that promote the state’s economic future and secure habitat for future generations. The Water Section Chief will work closely with the Attorney General’s office to prepare various forms of legal actions and settlement preparation.
The Water Section Chief supervises 19 professional staff divided into four units. These units include Hydrology, Dam Safety and Construction, Water Reservations and Water Management. The Water Section has personnel in the Anchorage, Juneau and Fairbanks offices.
A successful candidate will possess some or all of the following knowledge, skills and abilities. Please document your level of knowledge, skills, abilities, and experience with each item on this list in your cover letter and/or application package. - have knowledge of state and federal statutes and regulations concerning management of state waters;
- experience managing a diverse staff of professionals;
- project management certification or experience, and;
- have 5 years of supervisory experience.
Applicants must possess, or have the ability to obtain within 30 days, a valid Alaska driver’s license, if selected for this position.
Two years of advanced professional or supervisory level experience in natural resource management. The required experience includes work such as a Natural Resource Manager I, Natural Resource Specialist III, or Environmental Specialist III with the State of Alaska or the equivalent with another employer.
A Ph.D. in natural resources field (such as forestry, geology, agronomy, and hydrology), public administration, business administration, planning, or economics, or a juris doctor (J.D.)
One year of advanced professional or supervisory experience in natural resource management. The required experience includes work such as a Natural Resource Manager I, Natural Resource Specialist III, or Environmental Specialist III with the State of Alaska or the equivalent with another employer.
For purposes of the minimum qualifications, natural resource management is defined as the management of the land, water, mineral, forest, oil, gas, agricultural, archaeological, natural and cultural history, park, and related surface and subsurface resources of the state. Experience or education in natural resource management means involvement in the above resources exclusively. Those with experience or education in managing these resources may specialize in different management functions (for example, planning, regulation, research or title). All of this experience is applicable under the natural resource management definition. Some positions may require education in a particular area of natural resource management or specific technical knowledge and training gained through specialized education or progressively greater responsibilities at the lower levels of the series.
